Since opening last year, guests who wanted to experience the four attractions in Fantasy Springs at Tokyo DisneySea were required to get either a Standby Pass or purchase Disney Premiere Pass. The Standby Pass is available free of charge and allows guests to line up at an eligible attraction at a specified time. This is basically like a virtual queue at the Disney Parks in the United States. The Disney Premiere Pass is available for a fee and allows guests to select a designated time to experience eligible attractions with a reduced wait time.

A New Policy
Starting on April 1, 2025, guests will no longer be required to have a Standby Pass to experience, and a standby queue will be open. This means that guests can either choose to wait in line for any of the Fantasy Springs attractions or purchase a Disney Premiere Pass with a specific window of time to experience these attractions. The following announcement is now found on the Tokyo Disney Resort website:
From April 1 2025, guests will be able to experience attractions at Fantasy Springs by going directly to the attraction and waiting in line, or by purchasing Disney Premier Access (available for a fee).

Fantasy Springs
Three areas in Fantasy Springs can be enjoyed by guests visiting Tokyo DisneySea. They are themed to the stories of Peter Pan, Rapunzel, and Frozen. The four attractions in Fantasy Springs are Anna and Elsa’s Frozen Journey, Rapunzel’s Lantern Festival, Peter Pan’s Never Land Adventure, and Fairy Tinker Bell’s Busy Buggies. Up until January, a Standby Pass was also required to experience the new area of the park.
