In an executive order this weekend, Florida Governor Ron Desantis lifted mandates that required Florida restaurants and bars to operate at limited capacity. The order would also suspend citations for citizens that were found outside while not wearing a mask.
In phase 3, theme parks are also allowed to resume normal operation with limited social distancing protocol. At this time, Disney has not officially commented on the new phase for Florida. If they do decide to resume normal day-to-day operations, guests may see restaurants operating at full capacity, with no space between seating.
Personally, I think that Disney will continue operating under their new COVID-19 standards until there is a significant change for the state of Florida. At this time, masks are still required for theme park visits at Walt Disney World Resort and Universal Studios Orlando.
